Azerbaijan has completed the drafting of the "National Action Plan on the Fight Against Human Trafficking in the Republic of Azerbaijan for 2026-2030," aimed at strengthening legal frameworks and protection mechanisms.
Operative Information Center-OMM reports that this was highlighted in the 2025 report of the National Coordinator on Combating Human Trafficking. The document was recently presented for discussion during a joint meeting of the Milli Majlis (National Assembly) committees on Human Rights, and Legal Policy and State Building.
According to official statements, the draft document was prepared by incorporating proposals from relevant state bodies. A draft decree for its approval by the President has already been coordinated with 34 government agencies and submitted to the appropriate authorities for final review. The plan focuses on modernizing the identification of victims, enhancing social rehabilitation services, and increasing the efficiency of criminal prosecutions against trafficking networks.
The fight against human trafficking remains a priority for the government of Azerbaijan, which has consistently updated its legislative framework to align with international standards, including the Council of Europe Convention on Action against Trafficking in Human Beings. This new five-year strategy represents a continued commitment to safeguarding human rights and ensuring a coordinated response between the Ministry of Internal Affairs and other executive branches to eliminate exploitation within the country.
