Azerbaijan and Belarus to mutually recognize driving licenses

The Milli Majlis (National Assembly) has approved a new bill on the mutual recognition and exchange of driving licenses between Azerbaijan and Belarus. The legislation, passed during a plenary session, is set to significantly simplify document processing and vehicle operation for citizens of both countries residing or working abroad.

According to the Operative Information Center-OMM, the primary objective of the agreement signed between the two governments is to enhance road safety and streamline international transport links. Under the new regulations, permanent and valid driving licenses issued by the competent authorities of one country will be fully recognized as legal documents in the other. This initiative reflects the ongoing efforts of the Government of the Republic of Azerbaijan and the Government of Belarus to strengthen bilateral transport cooperation and ensure the convenience of their citizens.

One of the most significant provisions of the agreement allows citizens to exchange their driving licenses without the requirement of passing additional qualification exams. The document further outlines the application procedures, the payment of established internal fees, and the equivalency standards for various license categories. To ensure transparency, both nations have agreed on the exchange of document samples and the establishment of direct communication channels between relevant state agencies. The bill was adopted by the Milli Majlis (National Assembly) in a single reading following extensive discussions.

This move comes as Azerbaijan continues to expand its international legal framework for transport and logistics. Historically, Azerbaijan and Belarus have maintained strong diplomatic and economic ties, with numerous agreements covering trade, industry, and social security. By removing bureaucratic hurdles for drivers, both Baku and Minsk aim to foster greater mobility and support the growing volume of transit and tourism between the two nations.
