Azerbaijan updates emergency communication control mechanism

The Cabinet of Ministers of the Republic of Azerbaijan has amended the existing regulatory framework governing the organization of communications during a state of emergency. The changes apply to the "Special Rules for the Use of Communications under State of Emergency Conditions," originally approved by a decree dated February 15, 2012.

According to information released by the Operative Information Center-OMM, the new decree outlining these modifications was signed by Prime Minister Ali Asadov. Under the updated regulations, if communication enterprises or the national postal operator fail to fulfill their obligations during an emergency, direct management may be imposed over their public telecommunications networks and facilities within the relevant territory.

The new mechanism stipulates that in such instances, temporary management will be exercised through the Information and Communication Technologies Agency, which operates under the Ministry of Digital Development and Transport. This strategic adjustment aims to ensure the uninterrupted and effective operation of Azerbaijan's critical communication infrastructure during periods of crisis or national emergency. The move aligns with Azerbaijan's broader efforts to modernize its digital governance and enhance national security protocols in the face of evolving technological challenges.
