The investigation into the illegal actions of Nasir Nasirli, the chairman of the Fatmayi Municipality in the Absheron district, has been concluded. The investigation was conducted by the General Anti-Corruption Directorate with the Prosecutor General based on materials received from the Ministry of Justice.
The press service of the Prosecutor General's Office informed Operative Information Center-OMM that the preliminary investigation established reasonable suspicions regarding Nasirli's activities between 2020 and 2024. During this period, he allegedly violated legislative requirements during the sale of 13 hectares of land owned by the municipality.
According to the investigation, the land plots should have been sold at prices no lower than the average market value following a mandatory assessment. However, Nasirli is accused of abusing his official powers and deliberately entering false information into official documents to sell the lands at significantly undervalued prices, causing substantial financial damage to the municipality. Based on the evidence, Nasir Nasirli has been charged under Articles 308.2 (abuse of official powers resulting in grave consequences) and 313 (service forgery) of the Criminal Code of the Republic of Azerbaijan. Restrictive measures, including police supervision and removal from office, have been imposed on the defendant.
The criminal case has been referred to the Absheron District Court for trial. This case is part of Azerbaijan's broader efforts to combat local-level corruption and ensure transparency in municipal land management. In recent years, the General Anti-Corruption Directorate has intensified its oversight of municipal activities to protect state and public property from embezzlement and illegal alienation.
