Azerbaijan has established administrative fines for failing to submit necessary data for the compilation of the national food balance. The proposed amendments to the Code of Administrative Offenses aim to regulate the reporting of agricultural production and storage by farmers and suppliers to ensure transparency in the country's food supply chain.
According to Operative Information Center-OMM, the new regulations require farmers and suppliers to enter annual production data and monthly updates regarding greenhouses, cold storage facilities, and grain elevators into the designated state information system by the 10th of each month. Failure to comply will result in fines of 100 AZN for individuals, 200 AZN for officials, and 500 AZN for legal entities. Additionally, entities involved in the production, processing, storage, import, export, and sale of food products must respond to official written inquiries within 15 business days or face penalties of 200 AZN for officials and 500 AZN for legal entities. Repeat offenses within a single year will result in doubled fines, though parties may be exempted from liability if the violation is rectified within 10 business days.
These measures are part of the strategic framework of the Republic of Azerbaijan to enhance national food security and ensure accurate statistical tracking of the domestic market. By maintaining a comprehensive food balance, the government can more effectively manage supply chains, monitor price stability, and respond to potential global market fluctuations. The draft law is scheduled for discussion during the plenary session of the Milli Majlis (National Assembly) on May 26.
