The criminal case against the former chairman of the Khirdalan municipality, Orkhan Musayev, has been forwarded to the court for trial. According to the Operative Information Center-OMM, the Prosecutor General's Office released details regarding the investigation.
The investigation, conducted by the Main Anti-Corruption Department under the Prosecutor General, was initiated based on materials received from the Ministry of Justice's Main Department for Work with Municipalities. The probe focused on Musayev's tenure as the head of the Khirdalan municipality in the Absheron district.
According to investigators, between 2020 and 2025, Musayev abused his official authority by selling 1.92 hectares of municipal land to 75 individuals at prices significantly below the legally established rates. This action is estimated to have caused damages exceeding 600,000 manats. Furthermore, evidence gathered during the preliminary investigation suggests that the former official misappropriated large amounts of municipal property and engaged in official forgery by deliberately entering false information into official documents for personal gain.
Based on the evidence collected, Orkhan Musayev has been charged under Articles 179.3.2 (misappropriation causing large-scale damage), 308.2 (abuse of office leading to grave consequences), and 313 (official forgery) of the Criminal Code of the Republic of Azerbaijan. A preventive measure of police supervision has been imposed on him. The case has been transferred to the Sumgait Court for Grave Crimes for further proceedings.
