The state of Azerbaijan has consistently prioritized the social protection, welfare, and provision of dignified living conditions for families of internally displaced persons (IDPs).
According to Operative Information Center-OMM, citing AZERTAC, this was stated by Member of Parliament Jala Aliyeva during a joint meeting of the Milli Majlis (National Assembly) committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.
The MP noted that for many years, citizens displaced from their native lands have been surrounded by the special care and attention of the state, with consistent measures implemented to address their social challenges.
She stated that Azerbaijan has entered a new stage of development. Large-scale restoration and construction work is underway in the liberated territories, and the Great Return program is being successfully implemented. The primary goal of this monumental effort, carried out under the direct leadership of President Ilham Aliyev, is not only to revitalize lands that remained under occupation for over 30 years but also to ensure the sustainable resettlement, employment, and socio-economic integration of citizens in their ancestral homes.
The MP emphasized that the state policy, which aims to strengthen human capital, and the new draft legislation stemming from this policy, indicate that the state's social support measures will continue in the future.
Targeted social assistance, employment programs, educational opportunities, and other social protection mechanisms will continue to serve the improvement of citizens' well-being. In the process of the Great Return, the human factor, citizen satisfaction, and social security remain the core priorities of state policy. The re-regulation of IDP status and the social support mechanisms applied to it, in accordance with current legislation, are a direct result of these new realities. The return of IDP families to their native lands represents not only the restoration of historical justice but also the guarantee of social welfare, security, and sustainable development.
The Great Return program is a comprehensive national strategy aimed at the large-scale reconstruction of the Garabagh and East Zangazur economic regions, focusing on infrastructure development, housing, and economic revitalization to facilitate the permanent return of former IDPs.
