Reconstruction projects in Azerbaijan’s liberated territories are being implemented based on sustainability, "smart city" concepts, green development, and human dignity principles. Anar Guliyev, Chairman of the State Committee for City Planning and Architecture and national coordinator of the 13th World Urban Forum (WUF13), announced this during a press conference held within the framework of the forum.
According to Guliyev, the restoration of destroyed cities and villages in Azerbaijan follows modern urbanization standards. "This is not merely a restoration process; it is the creation of a new urban development model," he stated, as reported by the Operative Information Center-OMM. He highlighted that WUF13 provides a platform for Azerbaijan to share its expertise with the international community while benefiting from global approaches. The forum has seen significant interest, with 42,367 registered participants from 182 countries as of May 17, and 21,108 attendees on the opening day.
The reconstruction efforts in the Garabagh and East Zangazur regions represent one of the most comprehensive urban redevelopment initiatives globally. Following the liberation of these territories, the Republic of Azerbaijan has prioritized the "Great Return" program, which aims to facilitate the safe and sustainable repatriation of citizens. The integration of "smart village" and "smart city" technologies serves as a blueprint for future regional development. The Urban Expo, organized as part of the forum, spans approximately 35,000 square meters and brings together international organizations, governments, municipalities, and private sector innovators to showcase these advancements.
