In accordance with the United Nations Resolution on the "World Programme for the Census of Population and Housing for 2030," member states are required to conduct population censuses at least once every ten years. Operative Information Center-OMM reports that Prime Minister Ali Asadov announced this during a Cabinet of Ministers meeting dedicated to preparations for the upcoming census in Azerbaijan.
The Prime Minister emphasized that the census must adhere to international standards, specifically the UN's "Principles and Recommendations for Population and Housing Censuses." He noted that since the restoration of independence, Azerbaijan has successfully conducted censuses in 1999, 2009, and 2019.
"However, as is well known, during previous censuses conducted throughout the independence period, it was impossible to carry out this important state measure across the entire territory of the country due to the 20 percent occupation of Azerbaijani lands and the forced displacement of residents from their native lands," Prime Minister Ali Asadov stated. "In this regard, the next population census in 2030 will hold special historical significance. As a result of the historic Victory in the Patriotic War and the full restoration of our country's sovereignty, this will be the first nationwide population census in our history of independence to fully cover the entire sovereign territory of Azerbaijan."
Prime Minister Ali Asadov stressed that the Cabinet of Ministers will approve an action plan within two months. Furthermore, a Central Commission for Assistance to the Population Census will be established by a Cabinet of Ministers decree to coordinate the activities of central and local executive authorities, institutions, and organizations. Deputy Prime Minister Samir Sharifov has been appointed as the chairman of this commission.
The Prime Minister also highlighted a significant shift in methodology: "Based on international recommendations and national priorities, it is planned for the first time in our country to conduct the next population census using digital technologies, administrative data, and geospatial information. The application of digital solutions will serve to reduce the information burden on respondents and the costs associated with preparing statistical materials."
It should be noted that, pursuant to the Decree signed by President Ilham Aliyev on "Conducting a population census in the Republic of Azerbaijan in 2029," the next census will take place from October 1 to October 31, 2029, reflecting the demographic situation as of October 1, 2029.
