At the invitation of the Ministry of Public Security of the People’s Republic of China (PRC), a delegation led by Colonel General Ali Naghiyev, head of the State Security Service (SSS) of the Republic of Azerbaijan, visited Lianyungang in China’s Jiangsu province.
According to the State Security Service, the delegation took part in the 5th Global Public Security Cooperation Forum, which brought together senior officials representing various countries and international organizations, according to “Operative Information Center-OMM”.
The event addressed counterterrorism, strengthening international partnerships, the use of new technologies in this field and the improvement of governance mechanisms. Participants adopted a final document titled the “2026 Action Plan for Global Counterterrorism.”
On the sidelines of the forum, SSS head Colonel General Ali Naghiyev met with Wang Xiaohong, a member of the State Council of the People’s Republic of China and minister of public security.
Colonel General Ali Naghiyev expressed gratitude for the invitation and offered his deep condolences to the people of China and the families of those killed in the disaster in Tibet, which also claimed the lives of citizens of other countries. He said the Azerbaijani people shared the grief of the Chinese people over the heavy losses and stood in solidarity with those affected.
The meeting included an exchange of views on the current global security situation and the nature of modern threats. The sides highly assessed the current level of relations between the two institutions and discussed prospects for future cooperation in areas of mutual interest.
The participants stressed the importance of joint efforts against growing threats based on mutual trust and respect, as well as the prompt exchange of information, at a time of increasing international complexity, continuing armed conflicts in several regions and additional risks to the global economy. They noted that relations between Azerbaijan and China are strategic in nature and based on the principles of respect for sovereignty and mutual support.
The sides expressed their intention to help implement agreements reached between the heads of state, deepen cooperation in combating terrorism, transnational organized crime and fraud committed through telecommunications systems, and further develop ties between law enforcement and security agencies.
At the end of the meeting, the State Security Service of the Republic of Azerbaijan and the Ministry of Public Security of the People’s Republic of China signed an Agreement on cooperation in ensuring security.
Such agreements provide an institutional framework for exchanging information and coordinating efforts against cross-border security threats, while reflecting the broader development of Azerbaijan-China relations.
