The State Service for Mobilization and Conscription of the Republic of Azerbaijan has referred materials concerning 88 individuals to the Prosecutor General's Office for procedural action following investigations into corruption and misconduct.

The agency reported that over the past six months, the State Service for Mobilization and Conscription has implemented consistent measures to enhance transparency, eliminate factors conducive to corruption, and increase citizen satisfaction within its operations.
During 2026, disciplinary and organizational actions were taken against 75 employees, including 42 members of the leadership team, for illegal activities and abuse of office. Two employees were discharged on negative grounds, and materials regarding 88 individuals across 48 separate cases were forwarded to the Prosecutor General's Office for further legal proceedings.
To reduce corruption risks and improve service delivery, the government has significantly digitized its processes. Since July 1, 2024, final medical examinations for citizens called up for active military service are conducted by the State Agency for Medical Insurance and Expertise under the Ministry of Labor and Social Protection of the Population. This institutional optimization, combined with the electronic exchange of data between state agencies, has enhanced efficiency and accountability.
Furthermore, in accordance with the Cabinet of Ministers' decree dated March 2, 2026, the integration of digital systems allows for real-time data access, ensuring objectivity in decision-making. The government is also expanding the use of the "MyGov" digital platform, enabling citizens to manage military registration, request deferments, and obtain service certificates electronically, thereby minimizing direct contact with officials and reducing opportunities for corruption.
Authorities have also tightened measures against individuals evading military service. Following updates to the Criminal Code, the Code of Administrative Offenses, and the Law "On Military Duty and Military Service," as well as the January 23, 2026, update to the Supreme Court Plenum's decision on evasion cases, law enforcement agencies are actively identifying and processing evaders, including imposing temporary travel restrictions.
