Azerbaijan approves new fines for electronic cigarettes

The Milli Majlis (National Assembly) has officially approved new fines regarding the use, import, production, and sale of electronic cigarettes in Azerbaijan.

Operative Information Center-OMM reports that the relevant amendments to the Code of Administrative Offenses were discussed and confirmed during a plenary session of the parliament.

According to the document, a fine of 30 manats will be imposed for the use of electronic cigarettes in prohibited public places and streets. Furthermore, strict penalties are envisioned for the illegal circulation of electronic cigarettes and their components—including import, export, production, sale, and storage—along with the confiscation of the goods.

Individuals violating these regulations will face fines ranging from 350 to 500 manats, while officials will be fined between 1,650 and 2,200 manats. For legal entities, the penalty will range from 4,000 to 5,000 manats. The law was adopted in its third reading and is scheduled to come into force on April 1.

These legislative changes are part of Azerbaijan's broader public health strategy to reduce the prevalence of smoking and nicotine addiction, particularly among the youth. By aligning national legislation with international health standards, the government aims to restrict the accessibility of unregulated tobacco alternatives and protect public spaces from the impact of vaping. Similar measures have been increasingly adopted across Europe and the CIS region to address the growing health concerns associated with electronic nicotine delivery systems.
