The Milli Majlis (National Assembly) of Azerbaijan has approved new regulations for processing citizen appeals to state bodies through the Electronic Government Information System (EHIS).
Operative Information Center-OMM reports that the draft amendment to the Law on "Citizens' Appeals" was discussed and voted upon during today's plenary session of the parliament.
According to the amendment, the options for how citizens receive responses to their appeals will now officially include electronic mail, postal address, or directly through the EHIS platform. If a citizen requests a response via EHIS (except for appeals originally submitted through EHIS), they must provide their Personal Identification Number (PIN), or the Taxpayer Identification Number (TIN) in the case of legal entities. If an email response is requested, the corresponding email address must be provided.
Under the new rules, citizens can register for appointments with government officials by presenting an identity document, or by registering with an electronic signature on the official website of the relevant state body or through the EHIS. On the day of the appointment, the citizen must present their identity card, or if a representative attends on their behalf, a document confirming their authority.
The initiative is part of Azerbaijan's broader strategy to enhance the efficiency of "e-government" services, optimize public administration, improve service quality, and facilitate data analysis, forecasting, and reporting for state regulation. Following the parliamentary discussions, the bill was put to a vote and adopted in its third reading.
