Azerbaijan amends law on culture to boost creative industries

New regulations for grant financing in the field of culture have been officially approved in Azerbaijan. According to Operative Information Center-OMM, the draft amendment to the Law on Culture was discussed and adopted in its final reading during today's session of the Milli Majlis (National Assembly).

How are grant regulations in the cultural sector changing?

It was noted that while the Law on Grants does not impose specific restrictions on providing grants to legal and physical persons, the previous regulations approved by the Cabinet of Ministers only defined procedures for financing activities of NGOs (Non-governmental organizations) within the cultural sector. Under the new legislation, a specialized framework will be established to allow other types of legal entities and individuals to receive grant funding for cultural projects and events. These changes to the Law on Culture aim to standardize the rules for holding competitions and distributing funds across a broader spectrum of participants.

Legal definition for 'Cultural and Creative Industries'

The document emphasizes that although regulations regarding creative industries existed, the term had not been legally defined until now. The expression "cultural and creative industries" is a key component of the "Strategy for Socio-Economic Development for 2022-2026" and the "Azerbaijan Culture – 2040 Concept." The new amendment officially incorporates this definition into the legal framework to ensure consistency with national strategic goals. The specific body responsible for organizing these grant competitions will be determined by the relevant executive authority.

Context and Significance

This legislative move is part of Azerbaijan's broader initiative to diversify its economy by fostering the non-oil sector, specifically the creative economy. By expanding grant eligibility to individuals and private companies, the government aims to stimulate innovation in arts, design, film, and digital media. In recent years, the Republic of Azerbaijan has intensified efforts to preserve its national heritage while modernizing its cultural infrastructure, particularly in liberated territories such as Shusha and Aghdam, which have been declared centers of cultural revival. This law provides the necessary legal foundation to support independent creators and entrepreneurs contributing to the country's soft power and economic growth.
