Milli Majlis adopts digital legislative initiative procedures

The Milli Majlis (National Assembly) has adopted, in the first reading, amendments to streamline the procedures for citizens to exercise their right of legislative initiative through electronic means.

According to the Operative Information Center-OMM, these changes were discussed during today's extraordinary session of the parliament. The amendments concern the laws "On the Approval of the Internal Regulations of the Milli Majlis of the Republic of Azerbaijan," "On Public Participation," and "On the Procedure for the Exercise of the Right of Legislative Initiative by Citizens of the Republic of Azerbaijan."

The proposed legislative changes establish the legal framework for conducting public hearings and discussions via the E-Government Information System. This initiative aims to ensure that various administrative actions—such as announcing the dates for public hearings, nominating candidates for public councils, and publishing information on draft laws registered with the Milli Majlis Apparatus—are transparently communicated through digital channels.

Furthermore, the amendments to the law on the legislative initiative rights of citizens facilitate the electronic submission of documents to the Central Election Commission (CEC). This includes the use of electronic cabinets for initiative group chairs, as well as notifications via email or SMS, significantly reducing bureaucratic hurdles.

Officials noted that these digital reforms are designed to minimize time loss, enhance transparency, and increase citizen satisfaction by modernizing the interaction between the public and the legislative branch. Following the discussions, the draft was put to a vote and adopted in the first reading.

This move represents a significant step in Azerbaijan's broader strategy to digitize public administration. By integrating legislative processes into the E-Government Information System, the state aims to foster greater civic engagement and ensure that the legislative process remains accessible and efficient for all citizens.
