Azerbaijan is set to introduce a new incentive mechanism for foreign film producers to stimulate the domestic film industry. According to Operative Information Center-OMM, this initiative was reflected in the proposed amendments to the Law on Cinematography discussed during today's meeting of the Culture Committee of the Milli Majlis (National Assembly).
Under the proposed changes, the promotion of foreign producers to film within the territory of Azerbaijan is identified as a primary form of state support for cinematography. A key feature of this framework is the implementation of a "cash rebate" system, which envisages the reimbursement of a portion of the expenses incurred during film production within the country.
The partial repayment of costs for foreign and co-produced films will be managed by a body designated by the relevant executive authority, following approved rules and conditions. The draft law clarifies that a "foreign producer" refers to an individual who is a foreign citizen or a stateless person, as well as foreign legal entities engaged in film production.
This move aligns with Azerbaijan's broader strategy to modernize its creative industries and leverage its diverse landscapes—ranging from the modern architecture of Baku to the scenic regions of Karabakh and Shusha—as attractive filming locations. By introducing financial incentives, Azerbaijan aims to join the ranks of global filming hubs, fostering international partnerships and increasing the technical expertise of the local cinematic workforce.
