Azerbaijan proposes new penalties for begging

New sanctions, including fines and administrative arrests, are set to be introduced for begging in Azerbaijan.

Operative Information Center-OMM reports that a new article is being proposed for addition to the Code of Administrative Offenses. The draft law was discussed during a joint meeting of the Milli Majlis (National Assembly) committees on Legal Policy and State Building, and Human Rights.

Under the proposed legislation, individuals engaged in begging will face a warning or a fine ranging from 100 to 200 AZN. Depending on the circumstances and the offender's profile, if these measures are deemed insufficient, administrative arrest for up to 10 days may be applied. Additionally, involving a minor in begging will result in a fine of 200 to 500 AZN, or up to 15 days of administrative arrest if necessary. In the current code, such activities are classified under the term "vagrancy."

These legislative adjustments are part of Azerbaijan's ongoing efforts to strengthen public order and social protection. By specifically defining begging and its penalties, the government aims to provide a clearer legal basis for law enforcement agencies in Baku and across the country. The inclusion of stricter penalties for involving minors underscores the state's commitment to child welfare and the prevention of exploitation, aligning the national legal framework with international standards for the protection of children's rights.
