A new mechanism is being established to provide insurance coverage for volunteers who encounter accidents in the workplace. According to the Operative Information Center-OMM, amendments to the Law on Mandatory Insurance against Loss of Professional Working Capacity as a Result of Industrial Accidents and Occupational Diseases are currently being proposed.
The draft law was discussed during today's session of the Milli Majlis (National Assembly) Committee on Labor and Social Policy.
Under the proposed changes, insurance premiums for volunteers will be payable within 15 business days from the effective date of their contracts. For students and pupils undergoing internships or training, the 15-day period will commence from the start date of their practical training.
Furthermore, the draft law aims to ensure the stability and predictability of the insurance fund. To maintain a balance between payments for high-income and middle-income individuals, it is proposed that one-time insurance payments be capped at 1,000 times the minimum monthly wage. This regulatory ceiling is designed to define the scope of risks and the insurer's liability, preventing potential instability in the insurance system that could arise from unmanaged risks.
Volunteering has become an increasingly significant part of Azerbaijan's social fabric, with thousands of young people participating in major national and international events. Strengthening the legal framework for their social protection reflects the state's commitment to fostering a safe and supportive environment for civic engagement.
