The registration period for discharged military personnel in Azerbaijan is set to be extended under new legislative proposals. According to the Operative Information Center-OMM, significant amendments are being proposed to the "Regulations on Military Service" to streamline the transition of personnel into the reserve.
The draft law was extensively discussed during today's meeting of the Milli Majlis (National Assembly) Committee for Youth and Sports. The primary focus of the amendment is to provide citizens with more flexible timeframes to fulfill their legal obligations upon returning to civilian life.
Military registration period increased from 3 to 7 days
During the session, it was noted that citizens must apply to the relevant executive authority for military registration at their place of residence within 7 days after being discharged into the reserve. Under current legislation, this period is limited to only 3 days.
This new rule will apply to all military personnel, with the exception of those specified in Article 4.4 of the Law of the Republic of Azerbaijan "On Military Duty and Military Service." This extension is viewed as a measure to reduce administrative pressure on discharged personnel as they reintegrate into society.
Rules for change of residence and medical examinations
The proposed changes also emphasize that if persons liable for military service or conscripts change their place of residence for more than 3 months, they must deregister from their current address and register at their new location. It was further stated that the medical certification of citizens in the reserves of the Armed Forces is organized by the relevant executive authority.
Furthermore, those who were transferred to the reserve due to illness without completing active military or alternative service may undergo re-examination until they reach the age of 30. If found fit for service, they will be returned to the conscript registry and called up for active military service under general rules. Additionally, medical personnel involved in the certification process will have their average salaries maintained at their primary place of employment.
In Azerbaijan, military service is a constitutional duty, and the state continuously updates its legal framework to ensure the efficiency of the mobilization reserve. These amendments reflect the ongoing modernization of the defense sector and the administrative processes governing the relationship between the military and the civilian population.
