Azerbaijan updates military equipment circulation rules

Prime Minister Ali Asadov has signed a decree amending the regulations governing the circulation of items with restricted civil circulation in Azerbaijan. The decision modifies the "Rules for Control over the Circulation of Items with Restricted Civil Circulation and Compliance with its Conditions," originally established on May 8, 2006, to enhance oversight of military-grade hardware and equipment.

According to the Operative Information Center-OMM, the new regulations clarify additional requirements for the sale, import, and export of combat military equipment, weapons, and ammunition. Under the updated rules, a primary condition for the sale of domestically produced military goods is that the production process must strictly adhere to the item's technological documentation. Furthermore, all technological and design documents, as well as technical specifications, must comply with the requirements of national legal acts and existing standards. Applicants are now required to provide detailed descriptions and names of the specific production stages they execute.

The decree also extends these requirements to the circulation of spare parts for combat military equipment and weaponry. Except for imported components, the sale of spare parts now necessitates proof that the manufacturing process aligns with technological documentation and that all technical specifications meet legislative standards. These measures are designed to strengthen control mechanisms and improve the legal framework surrounding the defense industry in Azerbaijan.

This regulatory update reflects Azerbaijan's ongoing efforts to modernize its defense sector and ensure rigorous quality control over military production. By aligning technical specifications with international standards and enhancing transparency in the production chain, the Cabinet of Ministers aims to bolster the country's defense capabilities and streamline the legal processes for both domestic manufacturing and international trade in the defense industry.
