Nine children who previously lacked identification documents have been issued birth certificates in 2025 following state intervention. According to the Operative Information Center-OMM, this initiative was highlighted in the 2025 annual report of the National Coordinator for Combating Trafficking in Human Beings.

The report was presented and discussed during a joint meeting of the Milli Majlis (National Assembly) committees on Human Rights, and Legal Policy and State Building. Officials stated that the birth certificates were issued based on relevant court decisions, ensuring that the children's data has been officially integrated into the State Register of the Population of Azerbaijan. Each child has also been provided with an individual identification number to guarantee their access to state services.

This measure is part of Azerbaijan's broader legal framework to protect the rights of minors and prevent social exclusion. By ensuring that every child is documented, the Ministry of Internal Affairs and relevant judicial bodies aim to safeguard children from potential exploitation and ensure their access to education, healthcare, and social protection. The process of restoring documentation for unregistered individuals remains a priority for the Cabinet of Ministers as part of the country's commitment to international human rights standards.
