Education expert Kamran Asadov arrested in Azerbaijan

A court in Ganja has issued an arrest warrant for education expert Kamran Asadov in connection with a criminal case involving the illegal smuggling of technical devices into examinations. The decision was handed down today during a hearing at the Ganja City Court, presided over by Judge Elchin Mammadov, where Asadov was taken into custody directly in the courtroom.

According to Operative Information Center-OMM, the criminal proceedings were initiated based on information provided by the State Examination Center to the State Security Service (SSS) regarding illicit assistance provided to individuals participating in university entrance and school-leaving exams. The preliminary investigation was conducted by the Anti-Corruption General Directorate under the Prosecutor General of Azerbaijan.

The investigation revealed that Gunduz Abbasov, an individual entrepreneur operating a preparatory course, allegedly organized the illegal production of technical devices designed for the covert transmission of information to help students answer test questions. There are reasonable suspicions that Kamran Asadov entered into a criminal conspiracy with Abbasov to install these devices on 11 individuals. Furthermore, the investigation identified that Sanan Huseynov illegally sold 31 such technical devices in Sumgait in violation of regulatory legal acts.

Based on the evidence collected, Gunduz Abbasov has been charged under Articles 302.3 and 308.1 of the Criminal Code, Kamran Asadov under Articles 302.3, 32.5, and 308.1, and Sanan Huseynov under Article 302.3. While Abbasov was previously detained, other suspects had initially remained under non-custodial restrictive measures until today's ruling. It was further noted that Kamran Asadov had a prior criminal record, having been convicted in 2015 by the Anti-Corruption General Directorate and sentenced to a fine and corrective labor.

In Azerbaijan, the integrity of the centralized examination system is strictly monitored by the State Examination Center to ensure transparency and meritocracy in higher education admissions. The involvement of the State Security Service and the Anti-Corruption General Directorate underscores the government's commitment to preventing academic fraud and maintaining the security of national educational standards. Such cases are typically handled with high priority to deter the use of sophisticated technological means for cheating in public examinations.
