What is targeted state social assistance?
Targeted state social assistance is a financial aid program provided by the state budget to low-income families in Azerbaijan. Eligibility is determined not only by low income but also by whether the family's income falls below the aggregate need criterion due to circumstances beyond their control, alongside other legal requirements. As the need criterion is subject to change, applicants are advised to verify the current amount through official sources during each application period.
How to apply
Applications are submitted electronically via the Targeted State Social Assistance (VEMTAS) subsystem by filing an "Application-Declaration." The system automatically verifies family composition, income, property, and other compliance data against state information databases.

Families eligible for social assistance
Families residing in Azerbaijan whose average monthly income over the 12 months preceding the application is below the aggregate need criterion for each family member are eligible for assistance. The amount provided covers the difference between the aggregate need criterion and the family's average monthly income. Eligibility criteria include:
- Loss of a family member's ability to work.
- A family member caring for a person with an 81-100% disability, a child with a disability, or a child under 8 years of age.
- A family member under 23 years of age pursuing full-time education.
- Receipt of unemployment insurance payments in accordance with the Law of the Republic of Azerbaijan "On Unemployment Insurance."
- Death of a family member.
- A family member declared missing or deceased by a court.
- A family member serving a prison sentence.
- The whereabouts of a family member are unknown.
Key considerations before applying
- Ensure state records regarding family members and residential addresses are up to date.
- Accurately declare all income, including wages, pensions, scholarships, and alimony.
- Do not withhold information regarding property or vehicles.
- Review the specific legal and factual grounds provided in any refusal notice.
Deadlines and procedures
Applications are reviewed by VEMTAS within 15 working days, after which a decision is made to grant or refuse assistance. If approved, social assistance is granted for a period of one year, starting from the first day of the month of application. If the representative dies or the assistance is not withdrawn from the card account for two consecutive months, payments are suspended, and the family's eligibility is re-evaluated upon request.
Grounds for refusal or termination
Assistance may be refused or terminated if discrepancies are found in the "Application-Declaration," if the family owns vehicles (excluding those provided for rehabilitation), or if the family fails to accept two suitable job offers from the State Employment Agency or a DOST center. Furthermore, if a family provides false or incomplete information regarding their composition, property, or income, they lose the right to receive social assistance for a period of one year.
