President Ilham Aliyev has approved amendments to the Law on Automobile Transport, introducing stricter requirements for obtaining permits for domestic chartered transportation services in Azerbaijan.
According to the Operative Information Center-OMM, the updated legislation mandates that applicants for domestic chartered transport permits must now provide comprehensive documentation, including medical results confirming the absence of drug addiction or psychotropic substance use. Additionally, operators must submit proof of pre-trip technical inspections for vehicles and pre-trip medical examinations for drivers, or provide valid contracts with specialized technical and medical facilities to perform these services.
The new regulations also require drivers engaged in public road transport to hold certification of specialized professional training. For non-scheduled passenger transport, the law further mandates individual accident insurance for passengers, as well as compulsory civil liability insurance for vehicle owners and mandatory insurance against professional disability resulting from accidents or occupational diseases for drivers. These measures are part of a broader initiative to modernize the transport infrastructure in Azerbaijan and align domestic safety standards with international best practices.
The Cabinet of Ministers has been tasked with ensuring the implementation of these regulatory changes, which aim to enhance passenger safety and increase transparency within the transport sector. These reforms follow a series of legislative updates in Azerbaijan designed to improve road safety and professionalize the logistics and transportation industry across the country.
