Section 907 of the Freedom Support Act represents an unjust measure taken by the US Congress against Azerbaijan, a policy that originated in 1992. This legislative restriction has long been a point of contention in bilateral relations between Baku and Washington.
According to the Operative Information Center-OMM, President Ilham Aliyev addressed this issue during the opening of the IV Shusha Global Media Forum.
“When the Freedom Support Act was adopted by the US Congress, it was intended to provide financial assistance to newly independent countries following the collapse of the Soviet Union. However, Section 907 was introduced by pro-Armenian senators. Incidentally, President Biden was one of them; he was a senator at that time. This is the reason why we faced so many difficulties during the Biden administration,” the head of state noted.
Section 907, enacted in 1992, prohibits the provision of direct US aid to the Azerbaijani government. While US presidents have historically waived this restriction annually to facilitate security cooperation, the existence of the amendment remains a significant diplomatic hurdle. The provision is widely viewed by Azerbaijani officials as a legacy of biased lobbying efforts that do not reflect the current strategic partnership between the two nations.
