Mandatory health insurance certificates in Azerbaijan will soon be generated in an electronic format within the relevant information system. This transition marks a significant step toward the full digitalization of healthcare services in the country.
Operative Information Center-OMM reports that these changes are proposed through amendments to the laws "On Medical Insurance" and "On the Rights of Persons with Disabilities."
The draft law was reviewed during today's session of the Milli Majlis (National Assembly) Committee on Labor and Social Policy. It was noted that the legislation was drafted to implement the Presidential Decree dated March 19, 2026, "On a number of measures regarding the improvement of management in the field of mandatory health insurance for the population."
Under the proposed amendments, the concept of a "mandatory health insurance fund" will be introduced into the law "On Medical Insurance." Furthermore, the legislation establishes the legal framework for conducting operations related to mandatory health insurance electronically through systems designated by the executive authority. This includes the issuance of outpatient medications by pharmacies based on electronic prescriptions transmitted through this information system.
The adoption of this project is expected to enhance the legal framework for electronic services in the mandatory health insurance sector. It will regulate the provision of outpatient medication via electronic prescriptions and ensure the creation of electronic health insurance certificates. Additionally, the legal regulation regarding the assessment of rehabilitation opportunities for persons with disabilities will be aligned with the redistribution of powers in the provision of rehabilitation services.
Mandatory health insurance is a cornerstone of Azerbaijan's healthcare reform strategy, aimed at providing accessible and high-quality medical services to all citizens. By integrating digital solutions, the government seeks to reduce bureaucracy, improve transparency, and ensure more efficient allocation of medical resources across the Republic of Azerbaijan.
