In the first half of this year, Azerbaijan directed 1 billion 64.1 million manats toward the reconstruction and restoration of its liberated territories in the Garabagh and East Zangezur economic regions.

According to the Operative Information Center-OMM, which cited data from the Ministry of Finance, this figure represents a 31.45% decrease compared to the same period last year.

The report indicates that the allocated funds, disbursed in accordance with payment requests submitted by client organizations for relevant projects, account for 30.4% of the total annual budget earmarked for these efforts.

Of the total expenditure, 974.1 million manats were dedicated to infrastructure projects. This includes 489.3 million manats for the design, construction, and reconstruction of road infrastructure; 371.1 million manats for the design and construction of new residential complexes; 67.6 million manats for tourism infrastructure; 15.9 million manats for the design and construction of cable car systems in the cities of Shusha, Khankendi, and Lachin; 15.3 million manats for electricity supply to settlements; 7.6 million manats for water and sewage infrastructure; and 7.3 million manats for industrial parks. Additionally, 29.8 million manats were allocated to healthcare and cultural social projects, 45.3 million manats to demining operations, and 14.9 million manats to the construction and repair of defense and law enforcement facilities.

The ongoing restoration of the Garabagh and East Zangezur regions remains a top national priority for Azerbaijan. Since the liberation of these territories in 2020, the government has implemented a comprehensive "Great Return" program, aimed at rebuilding critical infrastructure, constructing modern residential areas, and ensuring the safe return of former internally displaced persons to their ancestral lands.
