A new funding model for preschool education, based on a public-private-parent partnership, is set to be implemented in Azerbaijan, with costs covered by the state budget.
According to information provided by the Ministry of Science and Education to the Operative Information Center-OMM, the decree signed by the President of the Republic of Azerbaijan regarding this funding model represents a significant step toward increasing accessibility in the sector.
The decree is designed to enhance the utilization of private preschool institutions, thereby increasing the number of children enrolled in early childhood education, expanding parental choice, and implementing effective mechanisms for state support.
The core essence of the new model involves providing financial support to parents who enroll their children in private preschool institutions. Under the established regulations, a portion of the monthly tuition fees will be covered by the state budget.
This approach aims to strengthen cooperation between parents, the state, and the private sector, while providing an additional stimulus for the development of preschool institutions. The primary objective is to broaden access to early childhood education and significantly increase the overall coverage of preschool services across the country.
The Ministry of Science and Education has already begun implementing the necessary measures in coordination with relevant government agencies to execute the decree. Further detailed information will be provided to the public in the coming days.
Preschool education is a critical component of Azerbaijan's national education strategy, aimed at preparing children for primary school and fostering early cognitive and social development. The government has been consistently prioritizing the expansion of educational infrastructure to meet modern standards.
