Azerbaijan's Milli Majlis (National Assembly) has approved a new legislative amendment ensuring that the tuition fees for children of individuals killed during demining activities will be fully covered by the state budget.
Operative Information Center-OMM reports that the draft law, which involves amendments to the Tax Code, as well as the laws "On Education" and "On Demining Activity," was discussed and passed in its first reading during today's plenary session of the parliament.
According to the proposed changes to the Tax Code, the taxable monthly income of family members of deminers who lost their lives in the line of duty will be reduced by 400 manats. Furthermore, the amendment to the Law "On Education" guarantees that the children of these individuals will have their tuition fees covered while studying on a paid basis at educational institutions across Azerbaijan, regardless of the institution's form of ownership (excluding additional education). This initiative aims to improve the social welfare of the families of fallen deminers and increase state support for those involved in high-risk humanitarian missions.
The transitional provisions of the draft law state that these changes are scheduled to take effect on September 15, 2026. Notably, the benefits will also apply to the children of deminers who were killed or died from injuries sustained prior to the law's entry into force. The tuition waivers will remain valid until the recipients reach the age of 23.
Azerbaijan remains one of the most landmine-contaminated countries in the world following decades of conflict. Since the end of the 44-day Patriotic War in 2020, the Republic of Azerbaijan has prioritized large-scale demining operations in the liberated territories, including Garabagh and East Zangazur, to ensure the safe return of internally displaced persons. The state continues to expand social protection measures for specialists working with the Azerbaijan National Agency for Mine Action (ANAMA) and other entities engaged in clearing these territories of unexploded ordnance.
