The Milli Majlis has adopted, in the first reading, amendments to the Code of Administrative Offenses, introducing new regulations regarding cybersecurity, seed production, and foreign currency repatriation.
According to the Operative Information Center-OMM, the draft law was discussed during the extraordinary session of the parliament.
The amendments introduce significant penalties for failing to ensure cybersecurity within information infrastructure. Officials face fines ranging from 500 to 1,000 AZN, while legal entities face fines between 100 and 2,000 AZN for failing to report incidents, ignoring security directives, or failing to maintain continuous monitoring.
Furthermore, the legislation expands the scope of penalties regarding seed production. Violations related to the production, storage, transport, or labeling of seeds now carry fines ranging from 100 to 150 AZN for individuals, 300 to 500 AZN for officials, and 1,000 to 1,500 AZN for legal entities.
The parliament also revised penalties for failing to repatriate foreign currency obtained through foreign economic activities. The new rules remove the previous "small amount" threshold, reduce the fine percentages to 10-20% for officials and 20-30% for legal entities, and introduce a provision allowing for exemption from administrative liability if the funds are returned before a final decision is made.
The Milli Majlis, as the legislative body of Azerbaijan, regularly updates the Code of Administrative Offenses to align national regulations with modern technological and economic requirements, ensuring both security and compliance across various sectors.
