The Milli Majlis (National Assembly) of Azerbaijan has approved, in the third reading, amendments to the laws "On Road Traffic," "On State Duty," and "On Compulsory Insurance" to align legislation regarding mopeds.
According to the Operative Information Center-OMM, the draft law was discussed during today's session of the parliament's extraordinary session. The legislation aims to implement changes mandated by the law "On Amendments to the Law on Road Traffic," which was adopted on December 9, 2025.
The new regulations are designed to enhance road safety and prevent accidents involving mopeds. Under the updated framework, mopeds must now be registered with the relevant executive authority and issued state license plates. Furthermore, operators are required to hold a valid driver's license. Consequently, obligations previously applicable to drivers of other motor vehicles will now extend to moped operators. Specifically, driving a moped now requires an "A1" category driver's license, a vehicle registration certificate, and a state license plate.
The legislative adjustments also regulate state duty rates for technical inspections, registration, driver's license examinations, issuance or replacement of licenses, and the provision of license plates. Additionally, the law mandates compulsory civil liability insurance for third parties regarding the use of registered mopeds.
For regulatory purposes, a moped is defined as a two- or three-wheeled vehicle equipped with an electric motor or an internal combustion engine with a displacement not exceeding 50 cubic centimeters, and a maximum design speed not exceeding 50 kilometers per hour, excluding small electric transport vehicles.
Following the parliamentary debate, the bill was put to a vote and adopted in the third reading.
