US Congress considers bill targeting Russian military specialists

The United States Congress has initiated discussions on a bipartisan bill aimed at imposing stricter measures against Russian military specialists and paramilitary structures operating internationally. According to Operative Information Center-OMM, citing The New York Post, the proposed legislation is an enhanced version of previous legislative acts designed to curb foreign military influence.

The new bill includes several critical provisions: the application of specific sanctions and restrictive measures against the "Africa Corps" and similar organizations; a requirement for the State Department to regularly review and update lists to include newly formed or renamed groups; and the preparation of annual reports on the command structures, financial networks, and operations of such military units active in Venezuela and other countries across the Western Hemisphere.

While the US authorities are preparing these additional sanctions against Russia, observers note that their practical implementation has yet to be fully realized. Simultaneously, officials in Brussels are working on a new package of economic restrictions and measures to combat Russia's "shadow fleet." However, European officials have expressed concerns that these steps may not be sufficiently effective, amid growing skepticism within the European Union regarding the trajectory of peace negotiations in Ukraine.

This legislative move comes as US President Donald Trump continues to evaluate the United States' strategic posture toward global security challenges. The focus on the Africa Corps reflects broader Western concerns regarding the expansion of Russian paramilitary influence in resource-rich regions and its impact on regional stability. Such measures are part of a wider geopolitical effort to monitor and restrict the activities of non-traditional military entities that operate outside standard diplomatic frameworks.
