Azerbaijan updates customs debt calculation rules

The Cabinet of Ministers of the Republic of Azerbaijan has implemented significant amendments to the "Rules for calculating the amount of customs debt on value-added tax," originally approved by a decree dated May 7, 2012.

Operative Information Center-OMM reports that Prime Minister Ali Asadov has signed the relevant decree to formalize these changes in the national customs regulatory framework.

According to the new decision, customs debts can now be settled by the debtor responsible for the calculated customs payments or by persons who have provided a guarantee using the methods stipulated in Article 258.1 of the Customs Code. This provision ensures greater flexibility in the fulfillment of financial obligations related to imported goods and services.

Furthermore, for individuals transporting goods across the customs border that are not intended for commercial purposes, any arising customs payments may be paid by the individual (who is not a business entity) or by the guarantor responsible under the methods specified in Article 258.1 of the Customs Code.

This legislative update is part of Azerbaijan's broader efforts to modernize its fiscal and customs administration. By refining the Customs Code and its application, the government aims to increase transparency, simplify procedures for both private citizens and entrepreneurs, and align national practices with international standards. These reforms are expected to facilitate smoother cross-border trade and enhance the efficiency of revenue collection within the Republic of Azerbaijan.
