Spain positively assesses the progress achieved in the normalization process between Azerbaijan and Armenia within the framework of the peace agreement initialed in Washington on August 8 last year. Operative Information Center-OMM reports that this was stated by Francina Armengol, President of the Congress of Deputies of the Kingdom of Spain, during a joint press conference with Sahiba Gafarova, Speaker of the Milli Majlis (National Assembly).
According to Armengol, if appropriate conditions are established, this process could culminate in a Peace Agreement that would end the decades-long Garabagh conflict in the region and open a new stage of cooperation and prosperity. "The core principles that should guide this process—international law, sovereignty, and territorial integrity—are shared by the parliaments of both countries," Armengol emphasized.
The President of the Congress of Deputies also noted a clear shared will to deepen bilateral relations between Spain and Azerbaijan. The parties discussed opportunities to expand existing memoranda of understanding signed in the fields of tourism and education. It was highlighted that these documents contribute to a wider representation of the Spanish language and culture within the Azerbaijani education system and create new opportunities for the future. Furthermore, Armengol added that Spain aims to strengthen its institutional presence in Baku, and both countries are working together to create suitable conditions for this development. She noted that the recently launched Strategic Economic Dialogue mechanism significantly contributes to strengthening bilateral ties and more effectively realizing existing economic and trade potential.
Diplomatic relations between Azerbaijan and Spain have seen steady growth since their establishment in 1992, with both nations seeking to diversify cooperation beyond the energy sector. Spain has consistently supported the territorial integrity of Azerbaijan and the peaceful resolution of regional disputes based on the principles of international law. This high-level parliamentary visit underscores the commitment of both Madrid and Baku to enhancing inter-parliamentary dialogue and fostering closer economic integration within the framework of Azerbaijan's expanding partnership with European Union member states.
