A new Permanent Settlement Fund for the Liberated Territories is being established in Azerbaijan.
According to the Operative Information Center-OMM, this initiative is part of a series of amendments to the Housing Code recently approved by President Ilham Aliyev.
Under the updated legislation, residential properties within the Permanent Settlement Fund for the Liberated Territories will be classified as a specific category of special-purpose housing. This fund is primarily designed to facilitate the resettlement of former internally displaced persons (IDPs) to the Garabagh and East Zangazur economic regions, ultimately enabling the transfer of these residential properties into their ownership.
The procedures for relocating IDPs to these housing units and the subsequent transfer of property rights will be determined by the relevant executive authority. This legislative move is a critical component of the "Great Return" program, a comprehensive state strategy aimed at restoring infrastructure, rebuilding cities and villages, and ensuring the sustainable reintegration of former IDPs into their ancestral lands following the 44-day Patriotic War.
The establishment of this fund underscores the government's commitment to accelerating the reconstruction process in the liberated territories, providing a legal framework for housing allocation, and ensuring that returning citizens are provided with secure and permanent living conditions in the region.
