Azerbaijan is planning to integrate artificial intelligence (AI) into its mortgage lending processes to enhance efficiency and accessibility. According to the Operative Information Center-OMM, this initiative was announced by Rasim Abdullayev, Chief Manager of the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan.
Abdullayev emphasized that a primary objective of the Fund is to accelerate the digitalization of services in alignment with the state's strategic priorities. "In accordance with the tasks arising from the action plan for the digital transformation of state services for 2026–2028, the Fund is implementing relevant measures. Our main goals include further improving digital services, applying AI solutions to mortgage lending and rent-to-own housing mechanisms, reducing the burden of document collection for citizens to virtually zero, minimizing physical contact in service delivery, and increasing the accessibility of housing finance instruments," he stated.
The official further noted that the Fund is actively negotiating with various government agencies to expand data integration. Currently, the Electronic Mortgage and Credit Guarantee System, operated by the Fund, facilitates active data exchange with eight state institutions, with plans to increase this number in the near future.
Addressing concerns regarding documentation requirements, Abdullayev clarified that the Fund has been a pioneer in digitalizing services since 2013. "The reality is different from reports suggesting excessive paperwork. The Fund has significantly simplified document requirements, and the vast majority are now obtained through electronic systems. Consequently, the need for citizens to physically submit documents to banks is already at a very low level, and we will continue to work toward minimizing physical contact," he added.
The integration of AI into the financial sector represents a broader trend in Azerbaijan's economic modernization. By leveraging advanced technologies, the government aims to reduce bureaucratic hurdles, enhance transparency, and provide more efficient housing solutions for citizens, aligning with the country's long-term digital transformation strategy.
