President Ilham Aliyev has signed the Law on the ratification of the United Nations Convention against Cybercrime, accompanied by relevant statements and reservations of the Republic of Azerbaijan.
According to Operative Information Center-OMM, the law designates specific authorities for international legal cooperation. The State Security Service (SSS) is empowered to receive and execute mutual legal assistance requests, assist other member states in developing anti-cybercrime measures, and operate a 24/7 contact point for immediate response. Meanwhile, the Ministry of Justice will handle requests regarding extradition and provisional arrests under the framework of the Convention.
The UN Convention against Cybercrime, adopted by the UN General Assembly on December 24, 2024, represents the first globally unified and legally binding international framework to combat cyber-enabled crimes. Azerbaijan played a highly active role in the multi-year drafting process, with a delegation comprising representatives from the State Security Service, the Ministry of Foreign Affairs, and the Special Communication and Information Security State Service contributing substantive input to the final text.
The ratification of this document is expected to significantly bolster the capabilities of Azerbaijan's security and law enforcement agencies. By regulating international legal procedures for electronic evidence and enhancing the efficiency of transnational investigations, the Convention provides a robust mechanism for rapid international cooperation against evolving digital threats. This move aligns with Azerbaijan's ongoing commitment to strengthening its national cybersecurity infrastructure and integrating into global security networks.
