Azerbaijan transitions to electronic mandatory health insurance

The Milli Majlis (National Assembly) of Azerbaijan has adopted, in the first reading, a legislative amendment to establish mandatory health insurance certificates in an electronic format within the relevant information systems. This move marks a significant step toward the full digitalization of healthcare documentation in the country.

According to the Operative Information Center-OMM, the draft amendments to the laws "On Medical Insurance" and "On the Rights of Persons with Disabilities" were discussed during today's session of the parliament's extraordinary session. Officials noted that the bill was drafted to implement the Presidential Decree No. 631, dated March 19, 2026, regarding the improvement of management in the field of mandatory health insurance for the population.

The legislative initiative aims to modernize the healthcare infrastructure by establishing legal grounds for electronic operations. Key provisions include the introduction of an "electronic prescription" system, which will allow pharmacies to dispense outpatient medications based on digital data transmitted through the state's information system. Furthermore, the legislation seeks to streamline the assessment of rehabilitation opportunities for persons with disabilities, aligning legal regulations with the current distribution of powers in the provision of rehabilitation services. By transitioning to digital certificates, Azerbaijan aims to enhance the efficiency, transparency, and accessibility of its national healthcare services, reducing bureaucratic hurdles for citizens.
