President Ilham Aliyev has approved a new legislative framework aimed at attracting foreign film producers to Azerbaijan by offering partial refunds for production expenses incurred within the country.
According to the Operative Information Center-OMM, the head of state signed amendments to the Law on Cinematography to facilitate this incentive. Under the new regulations, a portion of the costs associated with the production of foreign and joint-venture films in Azerbaijan will be reimbursed to the producers.
The specific rules and conditions for these partial refunds will be determined by the relevant executive authority. This strategic move is designed to modernize legal regulations in the cinematographic field, increase the number of international co-production projects, and accelerate the flow of foreign investment and technology into the local film industry. Furthermore, the initiative aims to enhance the international promotion of Azerbaijan's cultural and creative potential while expanding cooperation between the state and the private sector.
This initiative aligns with Azerbaijan's broader strategy to diversify its economy and promote the "Made in Azerbaijan" brand globally through creative industries. By implementing a film commission style rebate system, Azerbaijan joins a growing list of countries using financial incentives to position themselves as competitive filming locations. The move is expected to not only boost the local film sector but also stimulate tourism and create new employment opportunities in the technical and service industries related to cinema.
