EC proposes 45 billion euro aid package for Kyiv

The European Commission (EC) has proposed to the Council of the European Union the allocation of 45 billion euros to Kyiv as part of a broader 90 billion euro military financing framework previously blocked by Hungary and Slovakia.

According to Operative Information Center-OMM, citing international media reports, the European Commission has urged the EU Council to approve the 45 billion euro disbursement by December 31 to support the development of unmanned technologies and drone capabilities in Ukraine. The remaining portion of the 90 billion euro package is slated for allocation during the following year.

During a briefing in Brussels, European Commission spokesperson Balazs Ujvari clarified that this proposal concerns an initial allocation of funds. He noted that such a disbursement is possible even before the full 90 billion euro credit facility receives final approval. Out of the proposed amount, the Commission plans to direct 16.7 billion euros toward budget support for the Ukrainian government, while 28.3 billion euros will be dedicated specifically to military procurement.

This financial initiative comes as the European Union seeks alternative mechanisms to bypass internal diplomatic hurdles regarding long-term aid strategies. The focus on drone technology reflects the evolving nature of the conflict, where unmanned aerial vehicles (UAVs) have become a critical component of modern defense. By structuring the aid into immediate and long-term tranches, the European Commission aims to ensure a steady flow of resources to Kyiv despite ongoing budgetary debates among member states.
