Azerbaijan celebrates Civil Service Day on June 23

June 23 marks the professional holiday of civil servants in Azerbaijan, a day dedicated to recognizing the vital role public sector employees play in the country's governance and development.

The Operative Information Center-OMM notes that the Civil Service Day was established by a decree signed by President Ilham Aliyev on May 25, 2006. This annual observance highlights the commitment of public officials to serving the state and its citizens.

According to the latest data from the State Statistical Committee, as of January 1, 2026, the number of civil servants in Azerbaijan stands at 27,300. Women account for 31.4 percent of this workforce. The distribution of civil servants across various administrative classifications reflects a diverse professional structure, with 44.2 percent serving in 7th-tier positions and 23.2 percent in support roles.

The professional landscape of the Azerbaijani civil service is characterized by significant experience, with 27.4 percent of employees possessing 15 or more years of service. Furthermore, the sector remains dynamic, with a balanced age distribution ranging from young professionals under 25 to experienced veterans over 65. In 2025, the average monthly nominal salary for civil servants in Azerbaijan increased by 4.5 percent compared to the previous year, reaching 2,059 manats.

The establishment of this holiday underscores the government's ongoing commitment to modernizing the public administration system, enhancing the prestige of the civil service, and ensuring a professional, merit-based approach to state management in Azerbaijan.
