The Milli Majlis (National Assembly) of Azerbaijan has approved amendments to the Law on Diplomatic Service in the first reading, introducing new social guarantees and employment protections for diplomatic staff called for active military service. Under the new regulations, diplomatic service employees whose service is terminated due to conscription for mandatory military or alternative service will receive a one-time allowance equal to three times their average monthly state salary.
Operative Information Center-OMM reports that the proposed changes were discussed during the parliament's plenary session today. The amendments stipulate that individuals who served in diplomatic positions prior to being called for active military service will be reinstated to their previous or equivalent positions, provided they apply within 60 calendar days of their discharge. Furthermore, the legislation clarifies the definition of "state salary" for diplomats, which will now include the monthly base salary, rank-based supplements, representation allowances, and compensation for overtime or difficult working conditions. The bill also addresses cases of death or missing status, granting heirs a lump sum payment equivalent to four times the employee's average monthly salary.
These legislative updates reflect Azerbaijan's ongoing efforts to harmonize the social protection of civil servants with the requirements of national defense. By ensuring job security and financial support for diplomats fulfilling their military obligations, the government aims to maintain a highly qualified cadre within the Ministry of Foreign Affairs.
