Azerbaijan to digitize real estate cadastre records

The state cadastre of real estate in Azerbaijan is set to transition to a fully electronic system. According to the “Operative Information Center-OMM”, this initiative is part of proposed amendments to the Land Code.

The draft legislation was discussed during a joint meeting of the Milli Majlis (National Assembly) committees on Legal Policy and State Building, as well as Labor and Social Policy. Under the proposed changes, the state cadastre for all real estate within the territory of Azerbaijan—regardless of ownership type—will be managed through a centralized information system designated by the relevant executive authority.

Furthermore, in accordance with the law "On the State Cadastre of Real Estate, Land Monitoring, and Land Management," data from the state cadastre will be utilized for land use planning, zoning, and the regulation of land relations. The legislation also establishes specific criteria and timelines for entering data into the state cadastre, including instances of initial state registration of rights, updates to property information, and state-ordered collection of data for unregistered properties.

The scope of data to be included in the state cadastre is comprehensive, covering state borders, administrative and municipal boundaries, land categories, infrastructure facilities, and protected zones. It also encompasses information on Azerbaijan's internal waters and the portion of the Caspian Sea belonging to the Republic of Azerbaijan.

To ensure the accuracy of land-related data, the legislation mandates periodic on-site surveys. Soil and geobotanical studies are to be conducted every 10 years, while agrochemical studies are scheduled every 5 years. However, these surveys can be conducted more frequently upon the request of land owners, tenants, or users.

This digitalization effort represents a significant step in the modernization of Azerbaijan's public services, aiming to enhance transparency and efficiency in property management. By integrating various data streams into a unified digital framework, the government seeks to simplify administrative procedures for citizens and legal entities while strengthening the legal framework governing land use and property rights across the country.
