Azerbaijan approves rules to simplify air transport formalities

President Ilham Aliyev has approved the "Rules on simplification of formalities for air transport" in Azerbaijan. The move is aimed at enhancing the efficiency of civil aviation operations and streamlining administrative procedures within the sector.

According to the Operative Information Center-OMM, the head of state signed a corresponding decree to bring these regulations into effect. Under the decree, the Cabinet of Ministers has been tasked with resolving all necessary issues arising from the new rules. The regulations were developed in accordance with the "State Program on simplification of formalities for air transport," approved by a presidential order dated March 12, 2025, as well as the international standards and recommended practices of the International Civil Aviation Organization (ICAO).

These new rules establish the legal and organizational framework for simplifying air transport formalities in Azerbaijan. Matters not explicitly covered by these regulations will be governed by the Law on Aviation and the Convention on International Civil Aviation (Chicago Convention) of December 7, 1944, specifically Annex 9 regarding the simplification of formalities. By aligning its national legislation with ICAO standards, Azerbaijan continues to modernize its aviation infrastructure and improve its position as a regional transport hub, facilitating smoother transit for both international passengers and global cargo shipments.
