Last year, 64 stateless individuals were granted citizenship of the Republic of Azerbaijan by the relevant decree of President Ilham Aliyev.
Operative Information Center-OMM reports that this information was included in the Cabinet of Ministers' report for 2025. According to the document, 21 of those granted citizenship were stateless persons, while 43 were individuals with unknown citizenship status.
The report further specifies that 67 individuals resided in Azerbaijan under refugee status during 2025. As of December 31, 2025, the total number of foreigners legally staying or residing in Azerbaijan stood at 184,419, a slight decrease from 184,835 in 2024. Additionally, the number of foreigners granted temporary residence permits or extensions reached 80,036 in 2025, marking an increase of 8,531 compared to the previous year.
The Cabinet of Ministers also highlighted other migration metrics: 342,393 foreigners were registered at their place of stay in 2025 (compared to 357,204 in 2024), 1,594 received extensions for temporary stay, and 3,436 were granted permanent residence permits or extensions. Furthermore, 9,945 individuals were issued work permits or had their existing permits extended during the reporting period.
These statistics reflect Azerbaijan's ongoing commitment to managing migration processes in accordance with international standards and national legislation. The granting of citizenship by presidential decree is a significant humanitarian gesture aimed at reducing statelessness within the country, aligning with Azerbaijan's obligations under various international conventions.
