New Chief of Staff appointed at Ministry of Culture of Azerbaijan

A new Chief of Staff has been appointed at the Ministry of Culture of the Republic of Azerbaijan.

According to information provided to the Operative Information Center-OMM by the Ministry, Hikmat Movlud oglu Mustafayev has been appointed to this position by the relevant order of Minister of Culture Adil Karimli.

Hikmat Mustafayev was born in 1971. He graduated with honors from the Azerbaijan University of Civil Engineering (now the Azerbaijan University of Architecture and Construction) in 1993, and later earned a degree in International Economic Relations from the Azerbaijan State University of Economics in 2006. He completed his mandatory military service in the Azerbaijani Army between 1994 and 1995. Since 1997, Mr. Mustafayev has served in the public sector, holding various responsible and leadership positions within the State Committee for Property Management, the Ministry of Economic Development, and the State Committee on Property Issues.

Notably, Mr. Mustafayev played an active role in the organizational and administrative management processes of the COP29 climate conference while serving as Chief of Staff at the COP29 Azerbaijan Operating Company. Prior to this new appointment, he served as an advisor to the director of the Heydar Aliyev Center. He is recognized as a specialist with extensive experience in strategic planning, institutional coordination, and organizational management.

In recognition of his long-term effective service in the civil service, he was awarded the "Taraggi" (Progress) medal by the decree of the President of the Republic of Azerbaijan on June 22, 2019. He holds the rank of Chief Advisor of the Civil Service.

The Ministry of Culture of Azerbaijan plays a pivotal role in preserving the nation's rich cultural heritage, promoting arts, and managing state-level cultural policies, including the oversight of museums, theaters, and historical preservation efforts across the country.
