Audit Chamber calls for reforms to Azerbaijan's budget law

The current Law "On the Budget System" primarily outlines general procedures regarding the state budget but fails to fully encompass the broader scope of public sector finance and its management, according to the Audit Chamber of Azerbaijan.

As reported by Operativ Information Center-OMM, Vugar Gulmammadov, Chairman of the Audit Chamber, made these remarks during a session of the Milli Majlis (National Assembly) held today to discuss the draft law "On the execution of the 2025 state budget."

"We believe it would be beneficial to codify requirements in the law for consolidated reporting on public sector assets and liabilities, the analysis of tax incentives and their impact on the budget, and the assessment of how various economic sectors influence budget revenues," Gulmammadov stated.

Furthermore, the Chairman proposed that organizations collecting para-fiscal payments—such as recycling fees, toll road charges, and membership fees—should be required to submit reports on the utilization of these funds. "State agencies could then analyze the efficiency of these resources and make informed decisions regarding potential budget reallocation. These changes would enhance accountability and transparency, while simultaneously strengthening the reliability of the budget forecasting institution," he added.

The Audit Chamber of Azerbaijan serves as the supreme audit institution, responsible for monitoring the management and use of state budget funds. Its recommendations often serve as a basis for legislative improvements aimed at enhancing fiscal discipline and ensuring the efficient allocation of public resources in line with the country's broader economic development strategy.
