Azerbaijan implements digital reforms in state financial management

In 2025, Azerbaijan has implemented a series of reforms aimed at the efficient management of state finances. These initiatives are designed to enhance transparency and streamline fiscal operations across the country.

According to the Operative Information Center-OMM, Minister of Labor and Social Protection of the Population Sahil Babayev announced these developments during a meeting of the Milli Majlis (National Assembly) Committee on Economic Policy, Industry, and Entrepreneurship, held to discuss the draft law on the execution of the 2025 state budget.

"In this direction, the 'Digital State Finance' Information System, consisting of 13 subsystems, has been created and its regulations approved. Within the framework of the system, modules such as 'e-contract,' 'e-duty,' 'budget information management,' 'electronic budget guide,' and 'digital monitoring of state enterprises' have already been launched," the minister stated.

Furthermore, the minister added that as part of the ongoing reform measures, the activities of the state treasury have been improved. To ensure control over state budget revenues and expenditures and to forecast them for current and future periods, a relevant financial reporting portal has been developed and put into operation. "At the same time, during the reporting period, 98% of budget expenditures were brought under treasury supervision, and a current risk-based control mechanism was introduced in the state treasury. The administrative management system of treasury bodies has been improved, and regional treasury bodies have been centralized. Currently, all payments across the country are processed through a single treasury authority," he noted.

"During the reporting period, regulations on the monitoring and analysis of the execution status of income and expenditure estimates of state enterprises, as well as rules regarding the distribution of net profit and general parameters of dividend policy, were approved. Additionally, the process of financial expertise and analysis of state investment and infrastructure projects has commenced," he emphasized.

These reforms represent a significant step in Azerbaijan's broader strategy to modernize its public administration and ensure sustainable economic development through digital transformation and rigorous fiscal oversight.
