Pashinyan: Armenian judiciary is detached from the people

The judicial system in Armenia lacks an organic connection with the people, who are the primary source of power, and this issue can only be resolved through the adoption of a new Constitution.

The Operative Information Center-OMM reports that Prime Minister Nikol Pashinyan made these remarks during the 8th meeting of the EU-Armenia Civil Society Platform. The Prime Minister emphasized that the current legal framework fails to bridge the gap between state institutions and public expectations of justice.

Pashinyan noted that different social groups—including lawyers, politicians, business representatives, and ordinary citizens—perceive the concept of justice in diverse ways. He stated that in judicial proceedings, which typically involve two opposing parties, the ultimate goal should be for both sides to accept the final verdict as fair and legitimate. "While investigating this issue, I came to the conclusion that the main problem lies in the organic nature of the institutions and processes," Pashinyan added.

The Prime Minister further explained that because the judiciary is currently isolated from society, it is difficult to foster a genuine sense of justice among the population. He argued that the system is largely managed by institutions that lack sufficient accountability. This call for constitutional reform comes amid ongoing political debates in Armenia regarding the transition to a new legal order, which the government claims is necessary to reflect the country's current political realities and strengthen democratic governance.
