Azerbaijan increases speed limit on toll roads to 130 km/h

The Milli Majlis (National Assembly) of Azerbaijan approved significant amendments to the laws "On Road Traffic" and "On Highways" during its plenary session today. The new legislation introduces critical changes regarding speed limits on toll roads and updated protocols for vehicle impoundment lots, aimed at modernizing the country's transport infrastructure.

According to the Operative Information Center-OMM, the maximum speed limit on toll highways in Azerbaijan has been officially set at 130 km/h. The bill was passed in its first reading following a parliamentary vote. This adjustment aligns Azerbaijan's high-speed road regulations with international standards, facilitating more efficient transit across the Republic's developing highway network.

Highway standards and infrastructure requirements

The legislation also refines the legal definition of a "highway." Under the new standards, roads designated with 5.1 and 5.2 traffic signs will be classified as highways with specific movement regimes. To ensure safety at higher speeds, these roads must not have level crossings with other roads, railways, tram lines, bicycle paths, or pedestrian walkways. Furthermore, highways must be equipped with rest areas and parking zones at intervals not exceeding 50 kilometers.

New rules for impound lots and parking fees

The amendments also address the rights of drivers regarding impounded vehicles. Once a vehicle is placed in a secured parking lot, it must be released to the owner immediately after the payment of fees established by the relevant executive authority. Notably, the calculation of parking fees will now commence from 00:00 on the day following the vehicle's impoundment. If a vehicle is found to have been detained illegally or sustains damage while in custody, owners maintain the right to file administrative or judicial appeals. In cases where proceedings are terminated or an appeal is granted, all paid parking fees must be refunded to the vehicle owner.

These legislative updates come as Azerbaijan continues to expand its transport corridors and modernize its road network. The introduction of toll roads and increased speed limits is part of a broader national strategy to enhance the country's position as a regional logistics hub, connecting major cities like Baku, Ganja, and the liberated territories in Garabagh with high-standard infrastructure.
